Resumo: O artigo faz um resgate histórico da origem do Tribunal de Justiça Militar do Estado do Rio Grande do Sul desde o seu embrião, como Conselho de Apelação, até a denominação atual de Tribunal de Justiça Militar. Também apresenta a evolução legislativa que determinou a competência jurisdicional da Corte Castrense estadual, com foco principalmente voltado para as alterações constitucionais que orientaram, ao longo do tempo, a prestação jurisdicional do TJM-RS.

Abstract: The article is a historical rescue of the Military Justice Court of Rio Grande do Sul State since its beginning as an Appeal Council until its present designation. It also presents the legislative evolution that has determined the jurisdictional competence of the State Castro’s Court focusing mainly on the constitutional changes that have oriented the jurisdictional assistance of Rio Grande do Sul Military Justice Court.

Resumo: O presente artigo trata da atuação da Polícia Militar em eventos especiais nos campos de futebol, destacando as circunstâncias intervenientes em relação à torcida organizada e os grupos que atuam nos estádios o campo da contravenção e/ou crime. A atuação estratégica da Polícia Militar frente às inovações tecnológicas dos grupos organizados em relação a mobilização via internet.

ADOLESCÊNCIA EM RISCO: UM PERFIL DO ADOLESCENTE INFRATOR EM PORTO ALEGREDouglas Pohlmann Velasquez
Resumo: O presente trabalho descreve uma pesquisa realizada junto aos arquivos do Ministério Público do Rio Grande do Sul visando descrever um perfil do adolescente delinqüente em Porto Alegre. A pesquisa buscou classificar os tipos de delitos cometidos por 1440 adolescentes cujos dados foram acessados, durante o período de julho de 2005 a julho de 2006. Apresenta, também, um perfil sobre a filiação dos adolescentes, antecedentes de infrações e, por fim, realiza um mapeamento dos bairros de residência dos adolescentes cujos dados foram acessados. Concluindo, a partir das informações geradas, o estudo possibilitou uma discussão acerca da implementação de políticas públicas e projetos sociais que visem melhorar as atuais condições e qualidade de vida de adolescentes em situação de risco nas metrópoles brasileiras.

Abstract: The present work describes a survey done in the files of Rio Grande do Sul State District Attorneys Office aiming at describing a profile of the delinquent teenager in Porto Alegre, the state capital. The purpose of the survey was to classify the types of crimes committed by 1,440 teenagers whose data were accessed during the period of July 2005 through July 2006. It also presents an outline of the teenagers' parents, their criminal antecedents and, finally, it maps out the neighborhoods where those teenagers used to live. To conclude, the data information made possible a discussion suggesting the implementation of public policies and social projects in order to improve the current conditions and the quality of life of teenagers at risk in the Brazilian cities.

INQUÉRITO POLICIAL – ASPECTOS RELEVANTES FRENTE À CONSTITUIÇÃOMarcelo Lopes Rosa
Resumo: O autor faz uma análise das Leis Adjetivas Comum e Castrense em face da Constituição Federal, especificamente no que se refere à investigação criminal, a partir do dinamismo que assumiram as questões atinentes ao processo penal, seja em razão de significativas reformas legislativas, seja devido à reinterpretação de determinados institutos processuais decididos pela Suprema Corte brasileira e pelo Superior Tribunal de Justiça.

Abstract: The author makes an analysis of the Common and Cas tro’s Adjective Laws compared to the Federal Constitution, specifically concerning the criminal investigation starting with the dynamism assumed by the issues related to criminal procedure because of significant legislative changes and due to re-interpretation of some procedural institutes decided by the Brazilian Supreme Tribunal (Highest Court) and by the Superior Justice Tribunal (Higher Court).
