Resumo: Apresenta a metodologia de avaliação do conteúdo do dado e do julgamento das fontes, mesclado com algumas definições e características essenciais, objetivando demonstrar a importância deste método para o melhor aproveitamento do dado coletado, identificando seu real significado ou ponto de interesse. Relaciona dado e fonte atribuindo sua importância na produção do conhecimento de inteligência e a necessidade de apurar-se o grau de idoneidade e veracidade de seu conteúdo de forma que sirva de suporte no planejamento de ações táticas e estratégicas.

Abstract: It presents the evaluation methodology of data content and of sources judgement, mixed with some essential definitions and characteristics, with the purpose of showing the importance of this method for the best use of the collected data, identifying its real meaning or point of interest. It relates data and source attributing its importance in the production of the intelligence knowledge and the need of finding out the aptness degree and the truthfulness degree of its content, so that it serves as support in the planning of tactical and strategic actions.

Guilherme de Faria MirandaResumo: Este artigo visa esclarecer e dar forma, constituindo-se uma proposição, para uma variável recente de Policiamento Ostensivo, que faz-se conjunto de ações que há muito estão no seio das forças policiais, mas desconexas e isoladas que, após readaptações às novas sendas sociais e constitucionais, se adequaram e se agruparam em unidades operacionais especiais que as assumiram por missão exclusiva.

Abstract: This article is a proposal and aims at clarifying a recent variable of the ostensible policing, as well as at giving it a shape, that is, a set of actions that exists in the police forces for a long time, but it is disconnected and isolated. After readaptations to new social and constitutional tracks, these actions adjusted and arranged themselves in special operational units, which have taken them as a restricted mission.

A INSERÇÃO DA MUNICIPALIDADE NO SISTEMA DE SEGURANÇA PÚBLICA: UMA ABORDAGEM SOBRE A GUARDA MUNICIPAL DE PORTO ALEGREFernando Luiz Brum Prettz
Resumo: O presente trabalho é uma abordagem sobre como está se desenvolvendo o processo de inserção do município de Porto Alegre no sistema de segurança urbana, através da sua Guarda Municipal. É um estudo sobre a participação da Guarda Municipal de Porto Alegre na produção e contribuição nas ações de segurança urbana. As Guardas Municipais foram constitucionalizadas pelo § 8º do art. 144 da Constituição Federal de 1988 e de forma residual no art. 128 da Constituição Estadual de 1989. A metodologia aplicada teve como suporte o desenvolvimento de uma pesquisa bibliográfica e documental, visando propiciar uma análise da Guarda Municipal de Porto Alegre na questão da segurança urbana, para demonstrar a viabilidade e necessidade da participação do novo ator denominado Município na área de Segurança Pública, sob um novo enfoque. Finalmente, pode-se constatar através da pesquisa documental que a Guarda Municipal de Porto Alegre está contribuindo, com os avanços na área de Segurança Urbana.

Abstract: The present work is an approach on how the process of inserting the municipality of Porto Alegre in the urban safety system is developing, through its Municipal Guard (City Guard). It is a study about the participation of the Municipal Guard of Porto Alegre in the production of and contribution to urban safety actions. The Municipal Guards (in Brazil) were constitutionalized by § 8th of the art. 144 of the Federal Constitution of 1988, and in a residual way by the art. 128 of the State Constitution of 1989. The applied methodology was based on the development of a bibliographical and documental research with the purpose of providing an analysis of the Municipal Guard of Porto Alegre concerning urban safety, in order to report the feasibility and need of the new actor’s (the Municipality) participation in Public Safety in a new point of view. In conclusion, it could be verified through the documental research that the Municipal Guard of Porto Alegre is contributing to the progresses in Urban Safety.

A FORÇA NACIONAL DE SEGURANÇA PÚBLICA: BREVES APONTES ATINENTES À DEFINIÇÃO, NATUREZA JURÍDICA E COMPETÊNCIANelton Henrique Monteiro Ledur
Resumo: Trata-se de uma reflexão sobre a Força Nacional de Segurança Pública e sua conformidade com o texto Constitucional, traduzindo em fato a solidariedade que deve existir entre os entes federados. Discorre sobre a natureza jurídica sui generis da Força elencando argumentos jurídicos suficientes a sustentar esta condição. Por fim, destaca que a Força Nacional de Segurança Pública desempenha a função de polícia de preservação da ordem pública, por delegação expressa do Estado membro, não sendo autorizada a execução da função de polícia ostensiva.

Abstract: This article takes into consideration the Public Safety National Force and its consonance with the Constitutional text, translating in fact the solidarity that should exist among the state public organizations. It is about the sui generis juridical nature of the Force, and it lists sufficient juridical arguments to sustain this condition. In conclusion, it emphasizes that the Public Safety National Force perform the activity of public order preservation policing, given by expressed delegation of the member State, not being authorized the execution of ostensible police.

A PRESENÇA DO ADVOGADO NO CONSELHO DE DISCIPLINA: OBRIGATORIEDADE OU FACULDADENelson Burille
Resumo: O trabalho apresentado teve por objeto analisar se o processo administrativo disciplinar, denominado Conselho de Disciplina, deve, obrigatoriamente, ser acompanhado por advogado regularmente inscrito na Ordem dos Advogados do Brasil, ou a constituição do causídico consubstancia-se em mera faculdade do acusado no exercício do seu direito de defesa. Assim, buscou esclarecer que a ausência da defesa técnica no Conselho de Disciplina não é, por si só, causa de nulidade do processo, conforme estudo do ordenamento brasileiro vigente, bem como doutrina e jurisprudência pesquisadas sobre a matéria.

Abstract: The purpose of this work was to analyze whether the disciplinary administrative process, called Council of Discipline, should obligatorily be followed by a lawyer regularly enrolled in the Order of the Lawyers of Brazil, or the lawyer’s appointment consolidates in the offender’s simple faculty of practicing the right to defend himself/herself. This way, it looked for to clarify that the absence of the technical defense in the Council of Discipline is not, by itself, a cause to nullify the process, according to study of the current Brazilian law, as well as researched doctrine and jurisprudence on the matter.

PREVENÇÃO DE MORTES E LESÕES NO TREINAMENTO DE BOMBEIROS DURANTE INCÊNDIOS SIMULADOS EM INSTALAÇÕES IMPROVISADASPaulo Rogério Machado Porto (Trad.)
Resumo: Os bombeiros estão sujeitos a muitos perigos quando participam de exercícios de treinamento de combate a incêndios simulados. Sempre que for possível, devem ser utilizadas instalações que tenham sido aprovadas para este tipo de exercícios. Quando são utilizadas instalações improvisadas para exercícios de treinamento de combate a incêndios simulados, o Instituto Nacional para a Segurança e Saúde Ocupacional (NIOSH) recomenda enfaticamente que os departamentos de bombeiros sigam as diretrizes de consenso nacional estabelecidas na norma 1403, Standard on Live Fire Training Evolutions, da NFPA [NFPA 2002a], a fim de reduzir o risco de lesões e mortes. Estas diretrizes resumem-se nas recomendações que são feitas a seguir.

Abstract: Fire fighters are subjected to many hazards when participating in live-fire training. Training facilities with approved burn buildings should be used for live-fire training whenever possible. However, when acquired structures are used for live-fire training, NIOSH strongly recommends that fire departments follow the national consensus guidelines in NFPA 1403, standard on live-fire training evolutions [NFPA 2002a] to reduce the risk of injury and death. These guidelines are summarized in the recommendations in this document.
