OCORRÊNCIAS ENVOLVENDO PERTURBAÇÃO DO SOSSÊGO PÚBLICO: UMA PROPOSTA DE AÇÃO FUNDADA NA FILOSOFIA DE POLÍCIA COMUNITÁRIACleberson Braida Bastianello
Pedro Joel Silva da SilvaResumo: O trabalho aborda a atuação policial militar em ocorrências envolvendo a perturbação do sossego alheio sob dois enfoques: o primeiro por meio da abordagem tradicional, ou rotineira, e o segundo fundamentado na Filosofia de Polícia Comunitária. Por fim, sugere alternativas de ações para a redução dos reclames sociais decorrentes da aglomeração de jovens e veículos em locais considerados "da moda", que geram barulho e algazarras, por vexes decorrentes do som automotivo em alta intensidade, de aceleradas de veículos, arrancadas e freadas bruscas dos automóveis, ocorridas em horários em que os moradores do local buscam o descanso, o que compromete a qualidade de vida nos lares prejudicados. O presente artigo é resultado de estudos dirigidos e debates, oriundos de trabalhos pedagógicos no Curso Estadual para Multiplicadores da Filosofia de Polícia Comunitária, especificamente na disciplina de Planejamento e Programas de Polícia Comunitária.

Abstract:The work approaches the military police procedure in events concerned with the disturbance of people peace in two ways: first, through the traditional or regular approach, and second, based on the Community Police Philosophy. Finally, it suggests alternatives of actions for the reduction of the social claims concerning the agglomeration of young people and vehicles in places considered "fashion", causing noise, rackets, sometimes because of loud sound in cars, vehicles acceleration, abrupt vehicles starting and braking, which happen when the residents of the place look for rest, and ali that affects the quality of life in their homes. The present article is a result of studies and debates during pedagogic works in the State Course for Multipliers of the Community Police Philosophy, specifically in Community Police Planning and Programs.

A APLICAÇÃO DO PODER DE POLICIA PELA POLÍCIAJosé Lauri Bueno de Jesus
Resumo: O presente trabalho tem por objeto demonstrar as várias formas como ser entendido o poder de polícia a partir de atuações policiais. Também se verifica a necessidade de as normas legais, em um Estado Democrático de Direito, não serem extrapoladas, sob pena de abuso do poder que a polícia recebe do Estado para bem cumprir as suas missões constitucionais, sempre com respeito aos direitos humanos.

Abstract: The purpose of the present work is to show the severa! ways to understand the power applied in police procedures/actions. lt also shows the need of legal rules in a Democratic State of Right, só that these rules are not extrapolated to power abuse, since the police receives this power from the State in order to well accomplish its constitutional missions, always respecting the human rights.

PLANO DE ATENDIMENTO EMERGENCIAL PARA ACIDENTES COM CARGAS E PRODUTOS PERIGOSOS

Resumo: O presente artigo sobre produtos perigosos, com ênfase em gerenciamento de incidentes, objetiva instrumentalizar os militares estaduais, quer de unidade de bombeiros, quer de policiamento ostensivo, mormente os efetivos de policiamento ambiental e policiamento rodoviário, com ferramentas adequadas à preparação e resposta a ocorrências. Já é notório entre profissionais de emergências públicas que ações de improviso, com recursos humanos não qualificados, não somente agravam os resultados de acidentes como colocam a vida dos servidores e da comunidade em risco. Assim, buscamos fazer um humilde apanhado entre renomados autores do setor, desde o Coronel e Professor Hugo Kadow, Comandante dos Bombeiros na Região de Brademburgo (Berlim), durante a última grande guerra, até Charles J. Wright, profissional que atualizou o capítulo de "Gerenciando a Resposta a Acidentes com Produtos Perigosos", na edição centenária do Fire Protection Handbook, em 1998. Temos a certeza de que os métodos sugeridos não representam todos os existentes, mas se ajudarem os colegas a melhorar o potencial de resposta, especialmente por meio da realização de ao menos um exercício simulado completo anual, com integrantes de Órgãos Públicos, empresas especializadas e segmentos da sociedade, provavelmente reduzirão a possibilidade de grandes desastres.

Abstract: The present article on hazard products, with emphasis in administration of incidents, aims at equipping the state military officers, both from firefighting units, as from ostensible policing, especially the ones of environmental policing and road policing, with appropriate tools to be prepared to respond to events. It is already well-known among professionals of public emergencies that surprise actions, with unqualified human resources, not only worsen the results of accidents, but also put the life of the officers themselves and of the community in risk. This way, we tried to collect some ímportant data among famous authors in this field, starting with Col Prof. Hugo Kadow, Commander of the Firefighting Unit in Brademburg Área (Berlin), during World War Ií, until Charles J. Wright, professional that updated the chapter "Managing the Response to Accidents with Hazard Products", in the centenary edition of Fire Protection Handbook, in 1998. We are sure that these suggested methods are not everything, but if they help the colleagues to improve the response potential especially through the accomplishment of at least a complete simulated annual exercise, with members of Public Organizations, specialized companies and segments of the society, they will probably reduce the possibility of great disasters.

O ENSINO PROFISSIONALIZANTE NA POLÍCIA MILITARJarbas Rogério Carvalho Vanin
Andreis Silvio Dal'LagoResumo: Este artigo apresenta uma análise sintética da educação profissional de nível médio no Brasil, um breve histórico e sua participação na legislação nacional. Aponta para as diretrizes curriculares nacionais da educação profissional do Ministério da Educação e a relação com o ensino na Polícia Militar. Analisa a aprendizagem organizacional e o desenvolvimento humano na Brigada Militar do Estado do Rio Grande Sul e seu respectivo sistema de ensino. Busca dar visibilidade ao ensino Policial militar profissionalizante e destacar a importância de uma gestão voltada para a qualidade do potencial humano. Relata a importância da qualificação, dos instrutores no processo de treinamento e desenvolvimento da Instituição de Polícia ostensiva e, sobretudo, do saber policial.

Abstract: This article presents a synthetic analysis of the professional education of médium levei (high school) in Brazil, its brief history and its participation in the national legislation. It points to the national curriculum guidelines of the professional education of the Ministry of Education and the relationship with teaching in the military police. It analyzes the organizational learning and the human development in the Military Brigade of the State of Rio Grande do Sul and its respective education system. It tries to give visibility to the military police teaching, in a professional way, and to the importance of an administration focused on the quality of the human potential. It reports the importance of the qualification and, above ali, of the police knowledge, of the instructors in the training process and of the development of the Ostensible Police Organization.
